Yes it easily can, other than the panel near the intermediate silencer on the opposite side to the fuel tank. That doesn't "bolt-on" like the others. It you look under the Scirocco, you will see the main floor pan panels are in place with the rear ridge lip.
Can't remember without reading up in detail about full under engine cover elsewhere in Germany. The full cover raises the operating temperature of the engine a few degrees for a VW standard tuned engine. As part of engine cooling is airflow through the engine bay exhausting under the car at the rear of the engine. The larger cover impairs that efficiency.
Decided a while back the cost outlay didn't pay for me with all my short slow journeys. The only parts I considered fitting for "protection" were the axle parts (2a & 2b).
It an aerodynamic mod for efficiency at motorway speeds. By fitting the main floor pan panels on the Scirocco, they've fitted the ones that give the most gain.
The floor pan brace is new one on me. The pan feels stiff enough in normal driving as it is, so maybe its a track mod benefit only.
