Scirocco HID Dipped Beam Driver Side not working

I have a 2012 scirocco and recently the driver side dipped beam has gave up on me, I originally figured it was the HID light however when I tried it in the passenger side it was working, I then tested voltage across the connectors and am getting 12 volts across both which takes the fuse out of the equation, This makes me think ballast, just wondering has anyone ever dealt with this, and is it a big job or something I could do myself?
