This is really stupid for a couple of reasons.
First, the lighting is terrible, sure the weather is moody but overcast light is flat and dull. Use an off-camera flash to add some contrast and drama, hot-shoe extension cables and wireless remote triggers are cheap.
Secondly, crap tripod usage. If you have to extend all the tripod sections to get your camera to eye-level you've bought (and indeed brought) the wrong tripod. A tripod is intended to create a stable platform for a camera but it's at its least-stable with the centre column fully extended. Buy an old Manfrotto 055, job done.
The caption asks "Would you take the risk to get the shot no one else would?" which is a bit bold to say it didn't involve driving into a war zone or shark-infested water to get a really special photo, it's just a level-crossing on a miserable day, and a bit naughty for obvious reasons.
