I'd imagine so yeah as it's definitely not showing bare metal.
If I was doing that I'd give it a quick D.A & feather it out,wet it up to see how straight it is & if that's fine give the dented area a skim of filler,block that , prep it, scotch it(along with the rest of the panel) then if it's not a huge area give it a few coats of etch primer to seal it in ready for paint

Honestly I couldn't tell you mate. I don't do barrow jobs & where I work don't do work for normal people, just rental companies unfortunately. I'm not very good at estimating but I'd guess it wouldn't be more than £150 but could easy be wrong. Either way it sucks for you.
