No hot air unless on max

No hot air unless on max
Need some advice please, when I turn on the heaters I don't get hot air (air con works) I only get hot when I turn to max temp like 26 I think it is (Manual climate control) I've changed the flap motor and it moves freely and done the flap reset. And have replaced the heater matrix. It's doing my head in only way I get warm air is on 26 any lower it goes cold. Cheers
