So recently I got my scirocco r upgrade to a IE cold air intake. I love how it sounds but I’m looking to make the flutter (stutututu) to be louder I’m still running a stock diverted valve. Is there any recommendations that I should do to make it louder? I was told to do a Downpipe but I heard after installing a downpipe I need to tune it, it is not within my budget to do both. But if I only tune for my intake will that damage my car in any way reliability wise.

I wouldn't suggest spending money on a tune if you just have the CAI installed. Save your money for when you add the "power" bolt-ons such as turbo-downpipe, intercooler and upgraded HPFP. In the meantime - if you want more noise install a half decent "vent to atmosphere" DV. GFB do a nice DV+VTA - I have this on my tuned R and it sounds good (without sounding "boy racer") and holds the increased boost very, very nicely indeed. You could also install a decent turbo muffler delete but this will, at best, just give you a bit more turbo whistle so personally I wouldn't spend your money here and save this towards bolt-ons and a tune.
