Turning off DRLs, etc - software+cable?

I am sure this has been done to death (I am new here) but there seem to be several options for the software e.g.
http://www.totalcardiagnostics.com/toad/" onclick="window.open(this.href);return false; (does diagnostic graphs and also allows resetting/tweaking)
The EOBD mentioned above
EOBD OBD 1 2 VAGCOM ECU Remapping Chip Tuning: Diagnostic Software For All Cars
This is also interesting
http://www.sciroccovw.com/2010/01/conne ... -via-obd2/" onclick="window.open(this.href);return false;
but it seems that stuff does graphical parameter display only, not simple tweaks like DRLs.
Also most of the OBD2 cables come with some sort of software anyway e.g. the ELM327 has this
http://www.oinhi.com/Driver/EML327_Black.zip" onclick="window.open(this.href);return false;
But it's obvious that one needs a car-model-specific program otherwise you are presented with a load of binary or hex data which is meaningless. I am a hardware/software developer but I am not going to twiddle various bytes in the config to see what stop working
What do the experienced people here suggest?
I've ordered this on Ebay
http://www.ebay.co.uk/itm/ws/eBayISAPI. ... 0747671600" onclick="window.open(this.href);return false;
and this software
http://www.ebay.co.uk/itm/ws/eBayISAPI. ... OC:GB:3160" onclick="window.open(this.href);return false;
It hasn't turned up yet.
It doesn't seem expensive - is this right for a new Scirocco 140 or 170GT? We would like to disable the DRLs and if possible enable a beep for when the car is locked/unlocked. The car is a 140 diesel, but we have a 2nd one on order which is a 170 and that has xenon lights so the DRL issue should not be present because the xenon lights have a separate DRL strip, supposedly...
