For me top of the options list after leather.
9/10 when i am dazzled when driving it is by
1. An old car with badly adjusted headlamps, not sure how these get through and MOT.
2. Somebody using main beam when not appropriate
3. A 4x4 or van / lorry behind me in traffic
4. Somebody towing that has not adjusted the headlamps manually.
Xenon's are bright, that's the whole idea of them after all but i wouldn't say i have been dazzled by them in the past.
That said they are overpriced!

i ordered bi zenons on my last car a seat leon frtdi at a cost of £850 and imho they are not that good, the self check they do makes you smile and on main beam they are fantastic but on dipped beam a bit of a let down remember they are self leveling so no adjustment at all, the standard dipped beam adjusted up a couple of notches are just as good, but they do look wicked.

If you can adjust your headlights up during normal driving i don't think you have them set properly to start with. You should only be able to adjust the lights down. The headlamp levelling adjustment is there to adjust the angle of your headlights down to compensate for heavy loads in the boot or when towing which make the back end of the car sit lower than the front and the headlights point upwards.
If you could angle your headlights up you would spread the light over a longer distance improving long distance visibility but you would also dazzle people as the most powerful part of the beam would be angled up towards oncoming vehicles rather than down at the road.
