White spirit, an old credit card and lots of elbow grease.

Tardis (AutoSmarts tar remover), others are available but now as good. Spray on, leave for a min or so and it should nearly wipe off.

Auto finesse oblitarate is what used. Spray on leave 5 mins and comes right off.
