break pads and disk

just had full service at vw
and they advised me that break pads have got 20%
wear left on them also my disk have got lip on them
do i need change the disk as well or is them trying making bigger bill

These days it seems to be common to replace both. I'm guessing that as the pads get very low they can start scoring the discs which isn't good if you just fit new pads with them.
I just had both done on the fronts at the last service for £197

Brake, it's brake not break.
Discs will have a thickness when new and a minimum thickness. Measure the discs and that will tell you whether they need changing.
The page
here (enter car details) says new thickness 25mm, min thickness 22mm. This may or may not be your correct car details but I put it up as an example. So with this disc you could have up to 3mm total wear before it needed changing, that's up to a 1.5mm lip on each side.
So if your car has done 50,000 miles and is 23mm thick (ie has a 1mm lip on each side) you can use the disc for around another 25,000 miles before it needs changing.
