Does Your Climate Control Turn On With The Ignition?

My car went in for is 2nd service today and yesterday I noticed what I thought was a fault.
When I turned the ignition on the climate control fan didn't turn on. I am convinced that it has for the previous 2 years of ownership.
When I start the engine after a few seconds the fan turns on as it should and everything else seems to be working.
My car is a 2013 model and I usually leave the Climate Control on Auto.
My garage says they can find no fault and the have tried another car and it is the same.
The VW technician is supposed to be contacting me tomorrow to discuss as he had gone home by the time I collected my car this evening.
How does yours work? Does it turn on after a few seconds of being on Ignition only?
If I get some responses on here that agree with me then hopefully I can convince the technician there is a fault. Unless I'm going mad and have imagined it
