High end euro cars with steel wheels?

What is the deal with this, everytime I go somewhere I see the same thing.
Just came back from Berlin where audis, bmws, mercs, etc, some of them near new but still have steel wheels?
Here's a pic of a Rocco I found with reiger kit and wheel trims !
