You're lucky to get any gains at all with a so called 'cold air' intake let alone a panel filter.

A panel filter in a stock air box is nothing but snake oil at it's finest :D

Well documented gains on the TSI and TFSI engines.
TDI's not so much but Darkside found a 6bhp gain with a customised intake and a foam filter.
A high % of that must have been from the improved intake dont you think?

Meh.

Just a pipe, ultimately the filter on the end is the choke point.

I have a panel filter but this is mainly because it cost me £30 (an OEM one is about £12) and I've already cleaned it twice so it's paid for itself versus a OEM paper one.
You get a bit of extra noise but nothing much.
I'm waiting on Darkside to fab me up an alloy one.
If it were me on a petrol I would (and did) have a proper intake system to get the most gains - I had an Evoms on my GTI before.
There are plenty of others out there, from Revo, ITG, etc.

Thanks for the tip Mr OCD. Wasn't as cheeky as you with my offer though, £23 I paid. I do hope that soon to be remap will be a custom job!
