1.4 TSI 160PS - 4th year service advice

Having finished a three year service plan last year (that I took out when buying my scirocco in sept 2010), I now have my fourth service coming up at end of August. MOT as well.

I believe it is an interval service required plus air con, is this right?
Having searched the forum a bit I have read a few posts that say year four is a major service?

I do really low milage - 22k total over the life of the car so far.

I plan to ring a few local vw dealers to play them off against each other price wise, but just want to get clear on what service work I actually need
Also, I was originally planning to use a local independant garage, but getting the sense a vw dealer may be the better option for this fourth year service and mot?

Are there no VW specialists near you? They tend to be better and cheaper than a stealer
