Black plastic bag next to headlights?

Hi folks
This may be a silly question but I was replacing the bulb in my headlights today and I noticed a black plastic bag filled with liquid beside the headlights. Anyone have any idea what this is? It's filled with liquid on the drivers side but nothing in it on the passenger side? Thanks!

Aparently it's a sound absorber (sponge in a bag!), I wouldn't have thought there should be liquid in them? :/

Yes I think so! Other side does feel spongy. Thanks very much for the quick reply and the pic! Much appreciated! Must be a small hole in the bag and it has filled with water I imagine. Cheers bitmadmax!
