I sure mine is making the same noise. Took it to VW Redditch who replaced the fuel pump but still makes the exact noise. They are saying it's a "characteristic" of the vehicle. Mine too is a 2015 TDi.

I had a similar issue a couple of months back. It turned out to be the bulb holder which ordered from VW for about £10. To confirm it, swap the bulb and holder to the other headlight and see if the fault transfers. This should answer it. When I took out my bulb holder out, it had a slight burn mark....
